Pertama kali keberadaan dokumen ini diumumkan oleh [[Soebandrio]], Menteri Luar Negeri Indonesia sewaktu dalam perjalanan ke Kairo, Mesir, setibanya di Kairo, Kedutaan AS berusaha agar mendapatkan foto salinan dokumen tersebut dan Kedutaan AS di Kairo menyimpulkan bahwa dokumen tersebut dinyatakan sebagai palsu, dan "Dokumen Gilchrist" kemudian disebut sebagai sebuah pemalsuan dalam pemerintahan AS. Diskusi internal di administrasi AS yang mengikuti di balik pemalsuan tersebut dan saat itu Soebandrio merangkap jabatan sebagai kepala ''Biro Pusat Intelijen (BPI)'', yang membawahkan kesatuan intel di tiga angkatan, kepolisian negara, kejaksaan serta intelijen Hankam.<ref>{{cite book | first= | last=British Broadcasting Corporation.
