Spesies ini pertama kali dideskripsikan dan diberi nama oleh [[John Edward Gray]] pada tahun 1849. Nama spesifiknya, ''belcheri'', diambil dari nama H. Belcher, salah satu kolektor spesimen ''holotype'' dari ular ini.<ref name=NRDB/>
Ular ini berukuran panjang antara 0.5 sampai 1 meter. Badannya berwarna belang-belang cokelat pasir dan cokelat pucat. Kepalanya pendek dan berwarna cokelat gelap. Ekor berbentuk pipih, sebagaimana umumnya ular laut. Ular ini termasuk golongan ular berbisa keras. Dosis racunnya mencapai 0.24 mg/kg.<ref name=RDB>"''Hydrophis belcheri'' ". == Deskripsi fisik ==
Ular-laut Belcher berukuran sedang, panjang tubuhnya berkisar antara 0,5 sampai 1 meter untuk ukuran dewasa. Tubuh pipihnya biasanya berwarna kuning krom dengan pola-pola belang berwarna hijau kehitaman. Pola pada tubuh atas (dorsal) tidak meluas ke bagian bawah tubuh (ventral). Kepalanya pendek dan memiliki belang dengan warna yang sama. Mulutnya sangat kecil tetapi cocok untuk aktivitas dalam air. Tubuhnya, apabila dilihat dari luar air, tampak berwarna kuning samar. Sisiknya berbeda dari ular lain karena saling tumpang-tindih. Sesiap sisik punggung memiliki tonjolan (''central tubercle''). Badannya terkompresi secata lateral. Sisik-sisik ventral berukuran sempit, hanya sedikit lebih lebar dari sisik dorsal.

Ular-laut Belcher tersebar luas di perairan Samudera Hindia hingga Pasifik, meliputi Teluk [[Thailand]], [[Vietnam]], [[Indonesia]], [[Papua Nugini]], hingga perairan [[Australia]].<ref name=NRDB/>
Tersebar di lautan kepulauan [[Filipina]] bagian tenggara, perairan [[Maluku]] utara dan selatan, hingga perairan [[Oseania]].
