OWI beroperasi dari Juni 1942 sampai September 1945. Melalui penyiaran radio, surat kabar, poster, fotografi, film dan bentuk-bentuk media lainnya, OWI merupakan penghubung antara pasukan tempur dan masyarakat sipil. Agensi tersebut juga mendirikan beberapa cabang luar negeri, yang meluncurkan kampanye [[propaganda]] dan informasi berskala besar di luar negeri.
