Hard Choices disponsori oleh International Committee of the Red Cross (ICRC).[4] Jonathan Moore dimintai ICRC pada tahun 1996 untuk membuat monograf mengenai isu-isu seputar intervensi kemanusiaan.[5]
Buku ini pertama kali diterbitkan dalam format sampul lunak oleh Rowman & Littlefield dan buku elektronik pada tahun 1998.[6][7] Rowman & Littlefield merilis edisi sampul keras pada tahun 1999.[8]
