中文：民国成立之初，袁世凯政府为了换取沙俄的支持，权衡之下在外蒙是“中国领土的一部分”和“承认中国宗主权”的前提下同意了外蒙的自治。而实际上这种“自治”实际等同於将外蒙置於沙俄的保护之下。1915年6月7日，中、俄、蒙三方代表在恰克图签订了《中俄蒙协约》，又称《恰克图协约》。其中代表中国的是“大中华民国大总统特派都统衔”毕桂芳和“少卿衔上大夫驻墨西哥特命全权公使”陈箓，俄方代表是“大俄罗斯帝国大皇帝特派驻蒙古外交官兼总领事国务正参议官”　亚力山大·密勒尔，代表外蒙的是“外蒙古博克多哲布尊丹巴呼图克图汗特派司法副长额尔德尼卓囊贝子”希尔宁达木定和“财务长土谢图亲王”　察克都尔札布。这张照片是条约签订现场，坐在桌子一侧左起分别是陈箓、毕桂芳、密勒尔、希尔宁达木定和察克都尔札布。

According to copyright laws of Republic of China (currently with jurisdiction in Taiwan, Penghu, Kinmen, Matsu, etc.), all photographs and cinematographic works, and all works whose copyright holder is a juristic person, enter the public domain 50 years after they were first published, or if unpublished 50 years from creation, and all other applicable works enter the public domain 50 years after the death of the creator.

Important note: Works of foreign (non-U.S.) origin must be out of copyright or freely licensed in both their home country and the United States in order to be accepted on Commons. Works of Chinese origin that have entered the public domain in the U.S. due to certain circumstances (such as publication in noncompliance with U.S. copyright formalities) may have had their U.S. copyright restored under the Uruguay Round Agreements Act (URAA) if the work was under copyright in its country of origin on the date that the URAA took effect in that country. (For the People's Republic of China, the URAA took effect on January 1, 1996. For the Republic of China (ROC), the URAA took effect on January 1, 2002.[1])
