Vivian Ashe meninggalkan anjing Chihuahua peliharaannya Chloe dengan anak saudaranya yang kurang bertanggungjawab bernama Rachel untuk dijaga. ''Beverly Hills Chihuahua'' was a major animal production. Dozens of dogs were used for the scenes. In order to have the animal acting well coordinated with the voice dialogue, the trainers would manipulate the main dog actors while voice actors Carlos Juvera (voice of Tomás) and Lillian Lange (chic owner #2) acted the dialogue. ''Beverly Hills Chihuahua'' is set in a geographically impossible Mexico: In the film, Chloe, the main character, is abducted near the border and taken via automobile to Mexico City in just a few hours. In reality, it is a 50 hour drive from Tijuana to Mexico City. Tijuana does not have a train station, and niether does Puerto Vallarta, where the dogs catch a train in the story. The Puerto Vallarta Train Station scenes were actually filmed in Guadalajara. The Chihuahua Scenes were filmed in Puerto Vallarta, the Sonora Desert, California and Churubusco Studios in Mexico City. The market in Mexico City was shot in Guadalajara, and the inside of the Chapultepec Castle was filmed in the Spanish Casino, in downtown Mexico City. The K-9 unit training facility in Puerto Vallarta is also non-existant.

In the film, the lost Chihuahua City is supposed to have been built by the Aztecs. In reality, The Aztec empire did not span as far north in Mexico as Chuhuahua. Also, many of the voice actors speak Spanish with anything but a Mexican accent. In the day of the dead scene, a carnival line dances down an alleyway in celebration for said holliday: in reality, the day of the dead is celebrated with altars and candy. The closest things to the film in real life are the Mazatlan and Veracruz carnivals.
