Owen lahir di [[Lancaster, Lancashire|Lancaster]] pada 1804, sebagai salah satu dari enam bersaudara dari seorang padagang Hindia Barat yang bernama Richard Owen (1754–1809). Ibunya, Catherine Parrin, merupakan keturunan dari [[Huguenot]] dan ia dididik di [[Lancaster Royal Grammar School]].
